What is HRDC Levy?
The Human Resources Development Corporation (HRDC) levy is a mandatory contribution by Malaysian employers under the Pembangunan Sumber Manusia Berhad Act 2001. It funds employee training and development through claimable courses.
Who Must Pay?
Companies with 10 or more Malaysian employees must register with HRDC and pay the monthly levy. Companies with 5-9 employees may register voluntarily.
How Much is the Levy?
The levy is 1% of your total monthly payroll. For a company with RM100,000 monthly payroll, that is RM1,000/month or RM12,000/year — all of which can be claimed back for approved training.
